Where do I change the daily budget on an existing Facebook ad campaign?

It depends on how the campaign was set up. If it uses campaign budget optimization (a CBO campaign), the budget is on the Campaigns tab. If it uses ad set budget optimization, the budget is on the Ad sets tab.

Keep an eye on campaigns you leave running: an old high budget keeps spending until you change it or turn the campaign off.
